The Supreme Court refused to hear the appeal or the North Carolina legislature. The 4th Circuit ruled two of North Carolina's congressional districts were unconstitutional drawn based on race. 28 legislative districts were also deemed unconstitutional. It is up to the lower court as to whether it will conduct a hearing on ordering special elections. This could have a major impact on the 2018 midterm elections. It is seen as a victory for African American voters because the districts as drawn "packs" black voters into districts thus diminishing their vote. Ruling information.
